經(jīng)樂(lè)清市人民政府批準(zhǔn),樂(lè)清市國(guó)土資源局決定委托樂(lè)清市招投標(biāo)中心公開(kāi)出讓樂(lè)清市中心區(qū)E-a19-1出讓地塊國(guó)有建設(shè)用地使用權(quán),F(xiàn)將有關(guān)事項(xiàng)公告如下:
一、         出讓地塊的基本情況和規(guī)劃指標(biāo)要求:

備注:地上建筑面積≤108000㎡(商業(yè)面積不超過(guò)10000 ㎡),地下室只做停車及配套設(shè)施用房,其建筑面積在方案會(huì)審時(shí)確定;套型建筑面積90平方米以下住房面積所占比重必須達(dá)到70%以上,具體規(guī)劃設(shè)計(jì)條件詳見(jiàn)樂(lè)清市規(guī)劃建設(shè)局《關(guān)于樂(lè)清市中心區(qū)E-a19-1出讓地塊規(guī)劃選址意見(jiàn)的復(fù)函》(樂(lè)規(guī)建發(fā)[2010]195號(hào))。
、競(jìng)買對(duì)象為:中華人民共和國(guó)境內(nèi)具備二級(jí)以上資質(zhì)(含二級(jí))或具備初步晉升二級(jí)資質(zhì)條件的三級(jí)房地產(chǎn)開(kāi)發(fā)企業(yè)(憑樂(lè)清市規(guī)劃建設(shè)局證明)均可參加競(jìng)買。
若非本市范圍內(nèi)的企業(yè)競(jìng)得該地塊后,應(yīng)在本市成立新公司進(jìn)行開(kāi)發(fā)建設(shè),并在競(jìng)買申請(qǐng)書中明確新公司的出資構(gòu)成等內(nèi)容,該新公司必須在簽訂成交確認(rèn)書后一個(gè)月內(nèi)注冊(cè)登記,競(jìng)得人出資比例不低于51%。
三、出讓方式:拍賣出讓,若取得競(jìng)買資格的申請(qǐng)人不足3家的,則拍賣終止自行轉(zhuǎn)為掛牌出讓。本次出讓設(shè)置底價(jià),按照價(jià)高者得原則確定競(jìng)得人。
、本次出讓地塊的詳細(xì)資料和具體要求,見(jiàn)出讓文件,申請(qǐng)人可于2010年7月6日至2010年7月8日,到樂(lè)清市招投標(biāo)中心獲取。
五、申請(qǐng)人可于201076日至201078日,到樂(lè)清市樂(lè)成鎮(zhèn)市府路1號(hào)行政管理中心西南附屬樓四樓向樂(lè)清市招投標(biāo)中心提出書面申請(qǐng)。競(jìng)買保證金的截止時(shí)間和競(jìng)買人申請(qǐng)報(bào)名截止時(shí)間為20107816時(shí)。經(jīng)審查,申請(qǐng)人按規(guī)定交納競(jìng)買保證金,具備申請(qǐng)條件,樂(lè)清市招投標(biāo)中心將在 20107817時(shí)前確認(rèn)其競(jìng)買資格。
六、在拍賣報(bào)名申請(qǐng)截止時(shí)如少于三人報(bào)名者,則該宗地由拍賣出讓轉(zhuǎn)為掛牌出讓,拍賣公告時(shí)間折抵掛牌公告時(shí)間,從掛牌日起,繼續(xù)接受報(bào)名申請(qǐng)。 掛牌報(bào)名截止時(shí)間和交納掛牌競(jìng)買保證金的截止時(shí)間為201072116時(shí)止,已報(bào)名取得該宗地拍賣競(jìng)買資格的,即可參加掛牌競(jìng)買。
七、公開(kāi)出讓時(shí)間、地點(diǎn):
1)公開(kāi)拍賣出讓時(shí)間:20107910時(shí), 在樂(lè)清市招投標(biāo)中心招拍掛大廳舉辦。
2)公開(kāi)掛牌出讓時(shí)間:2010798時(shí)至201072316時(shí), 掛牌增價(jià)幅度為人民幣50萬(wàn)元或50萬(wàn)元整數(shù)倍,掛牌地點(diǎn)為樂(lè)清市招投標(biāo)中心。在掛牌時(shí)間截止時(shí),有競(jìng)買人表示愿意繼續(xù)競(jìng)價(jià),轉(zhuǎn)入現(xiàn)場(chǎng)競(jìng)價(jià),通過(guò)現(xiàn)場(chǎng)競(jìng)價(jià)確定競(jìng)得人。
八、申請(qǐng)人應(yīng)提交下列文件:
(1)申請(qǐng)書;
(2)企業(yè)法人營(yíng)業(yè)執(zhí)照副本、企業(yè)資質(zhì)證書 ;
(3)法定代表人居民身份證;若申請(qǐng)人委托他人代為申請(qǐng)的,應(yīng)提交經(jīng)過(guò)公證的授權(quán)委托書及委托代理人的居民身份證;
(4)競(jìng)買保證金交納憑證;
(5)出讓文件規(guī)定需要提交的其它文件。
